Mr. Lynus has recently consulted for the County Government of Turkana, the Catholic Lay Missionaries of Kenya, the Salvation Army-Kenya East Territory, Mercy Corps – USAID Nawiri Program in Turkana, Global Peacebuilding Network (GPBNet) – Kenya, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) – Kenya, Turkana Pastoralist Development Organization (TUPADO) – Kenya, AIDO NETWORK KENYA CBO (AIDO-KENYA), and National Council of NGOs – Kenya, among other agencies.

He has recently worked with the County Government of Turkana as the County Chief of Staff & Head of Strategy Delivery Unit and County Executive Member (Minister) for Tourism, Trade and Industrialization; Water, Irrigation & Agriculture; Pastoral Economy, and Fisheries, among other roles. He is credited with transformational leadership and coordination of national and county government policies, legislation, and implementation, monitoring, and evaluation of development programs for the three ministries. He is recognized for organizational development and leading teams to achieve program goals. He developed various policies, strategies, and legislations, and was an integral part of the team that formulated, implemented, and evaluated the Turkana County Integrated Development Plans I & II.

As the Chief of Staff, he guided strategic management processes across government and provided expertise and strategic and program management support to ministries and development partners to achieve strategic planning goals. He was directly responsible for coordinating strategic governmental initiatives, operational and executive support to the Governor, and evidence-based executive government advisory services. He successfully coordinated the inception, implementation and evaluation of integrated development initiatives with local, regional, and global development partners.

As the Minister for Tourism, Trade, and Industrialization, Mr. Lynus is recognized for leading the development and implementation of the flagship annual Turkana County Tourism & Cultural Festival concept (Tobong’u Lore) in 2014. He effectively managed the national and international marketing and promotion of Turkana tourism products at the International Tourism Bourse (ITB) in Berlin, Germany, and World Travel Market (WTM) in London, UK, Las Vegas in Nevada, USA & China in partnership with the national government’s Kenya Tourism Board (KTB).

He has also served with LMCS and MEDAIR International in Kenya and South Sudan, working in the humanitarian emergency and development space, where he led and coordinated the delivery of lifesaving supplies and personnel in various capacities, including program procurement manager, base manager, and administrator.

Mr. Lynus is a Doctor of Science (D.Sc.) candidate and has just concluded a D.Sc. Program in Knowledge Management at the International School for Social and Business Studies (ISSBS) in Celje, Slovenia, Central Europe. He holds a Master of Public Administration degree (MPA) in Policy and Public Management from Mount Kenya University (MKU), a Bachelor of Commerce Degree in Strategic Supply Management from the University of South Africa (UNISA), a postgraduate Diploma in Project Management and a Professional Certificate in Monitoring & Evaluation from the Galilee International Management Institute (GIMI) in Israel, Diploma in Business Management (Kenya School of Professional Studies) among other qualifications.

Mr. Lynus is a Professional Member of the Association of Public Policy Analysis and Management (APPAM) – USA, a Member of the African Association of Public Administration and Management (AAPAM), a Full Member of the Association of Policy Practitioners (APP) – Kenya, Certified Member of the Project Management Institute (PMI-USA), Certified Member of the Project Management Institute – Kenya Chapter, Certified Project Management Professional (PMP)^®, Member of the Knowledge Management Institute (KMI-USA), Associate Member of the Association of Business Executives (ABE-UK), a Registered Member of the RedR UK (Register for Engineers in Disaster Relief) and a Life Member of the Kenya Red Cross Society (KRCS).
